Can Power Apps work without an internet connection?

Yes, for canvas apps built with offline capability in mind. Data is captured locally on the device and syncs automatically once a connection is available.

Do we need Dataverse to use Power Apps?

Not always — apps can connect to SharePoint, SQL or other data sources. We generally recommend Dataverse for anything beyond a simple app, because it gives proper data validation, relationships and security.
